What you are seeing is a "reactivation". We now allow expired members to login (they have no access to content, they can simply see the members area and what we have to offer). The member was expired for a year and using a new API, we are now able to simply reactivate old subscriptions rather than asking expired members for their credit card information again.

Reactivations will always be seen as "rebills" by NATS because the member ID doesn't change at the billing processor, it's the same. I'm attaching a screenshot that shows what it looks like on our billing processor - notice the "Standard Initial Recurring Transaction" type rather than "Standard Recurring Transaction" that normally shows for rebills.
